China Energy Label

1. Introduction

China energy label, also called as energy efficiency label, is marked on energy-consuming products or on its‘ smallest packages. It is a information label that indicates performance index including the level of energy efficiency of products, aiming at providing necessary information for purchase decision of users and consumers and leading and helping consumers to choose energy-conservation products with high energy efficiency.

China Energy Label system, which is different from CCC certification and energy conservation certification system familiar to us, adopts the model of self declaration of enterprise+ filling+ supervision and administration.

2. Procedures of Test And Information Filling

1) Test on products
Energy efficiency test shall be accomplished in qualified laboratories. CVC is the third party testing organization that has put on records in Energy Efficiency Label Management Center. If products are turned out to be qualified after testing based on related national test standards of energy efficiency, then CVC can issue energy efficiency test report. The original report shall be submitted to Energy Efficiency Label Management Center for audit and information filling.

2) Fill in the Information Online
Applicant shall register inwww.energylabel.gov.cn at first and then provide basic information about enterprise, and registration can be done after administrator‘ confirmation ( about 3 days).
After successful registration, related filling information can be added, mainly the registered information about energy label.

3) Produce China Energy Label
In order to maintain the seriousness of label system, facilitate supervision in markets, and efficiently improve consumers‘ acknowledgment and cognitive competence towards label, there are strict uniform requirements for the pattern of energy label. The basic model, such as shape, color, pattern and layout of energy label, on different products shall be the same, while the sizes and energy efficiency indexes are different. Consequently, enterprises shall produce China Energy Label according to the requirements of implementing regulations for products.
To print the label, art paper equal to or more than 80 grams shall be used, and it shall be put at a noticeable place on product or its smallest package with adhesive sticker. A sample label shall be provided for confirmation when filling.

4) Submit Textual Materials Necessary for Information Filling
Submit the textual materials listed below toChina Energy Label Management Center:
Copy of business license or registration evidence;
Information form of China Energy Label filling;
Sample of China Energy Label (refer to "Produce China Energy Label");
Put the form for China Energy Label on record ;
Report of China Energy Label Testing (refer to "test on products")

The following information shall be submitted when it comes to grand licensing or OEM:
Certification of authorization of used brand;
OEM declaration of energy efficiency label filling;
If the producer is an enterprise registered in foreign countries, then importer is one of the party bearing responsibilities, so the following shall also be provided:
Copy of importer‘s business license or registration evidence;
Information form of importer;
Copy of related contracts between the importer and the foreign producer;
China Energy Label Management Center will give the feedback or rectification after receiving the written filling materials, normally within10 working days. After information filling has been done, related information, such as filling number, producer or model, can be inquired on the website of China Energy Label.

3.Catalog of Energy Efficiency Label Certification

Currently, the scope of China Energy Label includes: flat-panel TV, microwave oven, air conditioner, household refrigerator, electric cooker, electric fan, small and medium-sized three-phase asynchronous motor , water chillers, high-pressure sodium lamp, household microwave cooker, electrical storage water heater, computer display, copier, room air conditioner with controllable revolving speed, multi-connected (heat pump) unit, etc.
